Client Qualifications Register (CQR)

It is a registration requirement that training organisations registered under the Training and Skills Development Act, 2008 report details of any nationally recognised qualification and/or statements of attainment they have issued via the Client Qualifications Register (CQR), a database maintained by DFEEST.

The CQR was developed in 2003 to streamline the way in which qualification information is collected, as well as providing a facility to collect, permanently store and retrieve details of all Qualifications and/or Statements of Attainment issued under the authority of the Training and Skills Commission.

IMPORTANT CHANGES TO THE CQR REPORTING PROCESS AS OF 5 JANUARY 2010
The current CQR database has been experiencing compatibility issues with a number of new versions of internet browsers used to access the system.  To resolve these problems  DFEEST has decided to migrate the functionality of the CQR into the Student Training Enrolment Logistics Application (STELA) which has been developed using newer technologies. 

The current CQR application will be taken offline at 12 noon on the 24 December 2009.  Until this time, RTOs can continue to enter their CQR data into the existing system.  The new version of STELA which will include the CQR functionality will  go live from 9am on 5 January 2010.  From this date CQR data will need to be entered into the STELA system.

Please note that DFEEST are no longer creating any new logins for the existing CQR application.  If your organisation does not have access to the current CQR you are required to postpone you CQR reporting until January 2010.  You will be required to apply for a STELA login in the new year.
