The Student Training Enrolment Logistics Application (STELA) is an online application developed, owned and maintained by DFEEST to allow training providers to fulfil their AVETMISS and CQR reporting requirements.
STELA Application for Login
Users wishing to access STELA will need to complete the STELA Login Form and fax to 08 8207 1822.

The STELA Application form has been created to enable users to fill in the blanks online. Once completed, please print out, sign and have the authorising officer sign priot to faxing to 8207 1822.

STELA Information Sheets
We have created a range of information sheets for STELA users based on the most common queries received by clients. INFORMATION FOR TRAINING PROVIDERS UPLOADING DATA INTO STELA AND CQR
If you have purchased privately developed AVETMISS compliant software you will need to upload your data into STELA via NAT files to satisfy your AVETMISS reporting requirements.
Validation and upload Instructions
The CQR module within STELA has the ability for Qualifications and/or SoA records to be automatically uploaded from your student enrolment directly into STELA, thus eliminating the need to enter the data manually. For the upload function to work successfully, the system requires your upload file to conform to a prescribed XML schema file and a number of data validation rules which can be found below. We suggest that you contact your software developers for assistance in having this functionality added to your existing system.
